In delayed live footage, you only see an event after it has actually occurred. The image can then simply move smoothly. First measure that delay: a camera clock set incorrectly can trigger the same suspicion without the image itself lagging behind.
Have someone make a clear gesture in a designated location and compare the gesture to the display on the screen. Do not use the clock shown in the camera view as the sole measuring tool. An incorrectly set time requires time correction; a delayed display requires investigation into the image chain. Therefore, note both observations separately.
